How to use TSDIS

Signing in

Submitting data

  1. Go to Submit data and open your dataset (or click Submit next to it on your Home page).
  2. Prepare your file. The easiest way is the Excel template on the dataset page: it has the right columns, a drop-down list wherever there's a fixed choice, and a note under each column saying what goes in it. Your own spreadsheet layout also works.
  3. Upload it. Excel (.xlsx) and CSV both work. If your columns are named differently, TSDIS shows you how it has matched them; check, change any that are wrong, and confirm.
  4. Read the result. TSDIS checks every row. If all rows are fine, the data is accepted straight away. If any row has a problem, nothing is stored yet and TSDIS tells you exactly what to fix.

Only one record? Use Enter a single record on the dataset page. Catching up on several past months? Use Upload several past periods at once.

Fixing a file that wasn't accepted

A file is accepted only when every row passes, so a table never ends up half-loaded.

  1. On the result page (or your Home page), click Download problems. You get your own rows back with a last column saying what's wrong with each one.
  2. Fix those rows in your file. The most common problems:
    • Required value missing: a column marked REQUIRED is empty.
    • Not a number: remove units or text like "K" or "approx." from number columns.
    • Date format: use the date format in the template (e.g. 2026-03-31).
    • Not one of the allowed values: pick from the template's drop-down list.
  3. Delete the "TSDIS problems" column, save, and upload the whole file again.

"Please double-check" notes are only warnings, for example a figure much larger than usual (often a units mistake such as kina vs thousands of kina). They never stop a file being accepted.

Deadlines

Each dataset has a reporting schedule (monthly, quarterly or yearly). Your Home page shows what's Due soon (within 7 days) and what's Overdue. TSDIS can also email a reminder before the deadline. A period counts as submitted once a file for it has been accepted.

The data quality score

Every month each agency's submissions get a score out of 100, from five checks:

The sector aims for 70 or above. An agency below that for two months in a row is offered support by the Operations Unit. It's help, not a penalty.

Indicators and reports

What the words mean

Dataset
One kind of information an agency sends, like a vessel register or a project list.
Accepted
The file passed every check and its records are now in TSDIS.
Not accepted
At least one row had a problem, so nothing from that file was stored. Fix and upload again.
MRE
Monitoring, Reporting and Evaluation: the Department's division that reports on sector performance.
MTTP3 / MTDP IV
The Medium Term Transport Plan 3 and the Medium Term Development Plan IV, whose indicators TSDIS tracks.
Classification
How sensitive a dataset is: public, internal, restricted or confidential. It controls who can see it.
Data Champion
The person in each agency responsible for its TSDIS submissions.
